It’s not that you can’t make a more efficient device without it. Hell, if you wanted to impress people, you can absolutely populate a board with IC’s and traces and build your own logic.
Orrrrr you could spend $45 to get a full GPIO header backed behind a vast online electronics community. Tbh pi’s, arduinos, and other ARM core hobby kits give you a root skillset to base any project on. Once you can get logic through your code, there’e no need to figure out wire logic if you can program based on I/O and software variables. But it -is- a different skillset that you’ll need to learn to use it efficiently.
Yet language and abstraction are the core of intelligence. You cannot have intelligence without 2 way communication, and if anything, your brain contains exactly that dictionary you describe. Ask any verbal autistic person, and 90% of their conversations are scripted to a fault. However, there’s another component to intelligence that the Turing Test just scrapes against. I’m not philosophical enough to identify it, but it seems like the turing test is looking for lightning by listening for rumbling that might mean thunder.

Consequence is key to personhood. One can make the argument that, at least socially, you are 3 different people throughout your life, each with different levels of social responsibility. At first, you are a child, and social consequence is isolated to your core internal group or family unit, then you transition into adulthood, where social consequence places you subservient to your tribe, nation, or even planet, and eventually, you will once again become a 3rd individual in the dusk of your life, when social responsibility once again falls to the family unit, where you are subservient to your caretakers. The key is that the mistakes of an 18yo -can- affect a 50yo, through debt, prison, social shaming/othering, etc. One might argue that the 3rd person doesn’t exist, and maybe even the 1st, too. But socially, we appear to distinguish a person from their responsibilities in these stages.
The book also claims that music is extraordinarily rare, with most species finding rhythm and melody indestinguishable from noise. I think the point is that the galactic consciousness that runs it all universally translates for purposes of intercommunication. What is heard or understood is more the concept of what was said than the phonetic content therein. It wasn’t that such and such syllables made up the word “human,” it was that the concept of human needed a universal concept to tie to the thing itself. For example, a matriarchal insectoid species who canabalizes any mate is known by the concept of “widow” as a species. Not the word, the idea that the galactic mind would push as a conceptual thought in whatever manner of communication a species might communicate in, which itself might or might not be verbal or phonetic.

In the book, the word you give is the translation into galactic standard, which is one uniform language. Earth would be translated into the same word as soil and dirt, and perhaps a few synnonyms could be pulled before the concept itself was milked dry.
